TRACE help you "trace" your program logic/steps to identify bugs and or performance issues. Tracing comes handing when you are trying to troubleshoot issues.
There are quite few different ways to setup TRACE in peoplesoft. One can be found here http://www.compshack.com/peoplesoft/application-engine/trace-application...
I have a document that can help you more, will share it once I'm able to locate it :)
